This is so little to go on, but here goes…
I only recall the beginning and possibly the end of this foreign film. Guy leaves his dog home, while he’s at work. Dog barks all day and neighbor makes threats, so guy takes dog to work, where he’s told it’s not allowed. So he quits and goes to a farm, I believe, where the dog promptly gets run over by a car. 😔
It’s so fuzzy, but if I remember correctly, in the end he’s married with a kid and a dog.
It’s probably at least a decade or more, in color, and a foreign film, but no clue as to the country of origin.

oh i think casspir might be right, korean film Barking Dogs Never Bite, but it’s not exactly like you described it. i didn’t remember him taking doggy to work, but it’s been like 20 years. look it up!
