I saw this as a kid, I believe it was in the late 90’s or early 2000’s. The plot involved a woman who murdered people in creative ways and a group of people trying to stop her.
I remember three distinct scenes.
1. A man is killed in his hot tub by a piranha
2. A car is lifted by 100’s of frogs who carry it into some nearby water and drown the people inside.
3. A man is forced to wear shoes that make him dance.
