I saw a film in the cinema probably early or mid nineties. It was colour. I thought it starred Michael Douglas but none of the film plots on his IMDB profile match my memory.

There are nazis soldiers in it but parts of it (maybe all) were set in an urban landscape.

There’s a scene towards the end of the film where they’re (him and a blonde female I think) on a warehouse rooftop. There’s some kind of weapon (sound wave, gas?) that melts the nazi soldiers. They writhe in pain and then their faces melt.

Can anybody help narrow down my search?
