I remember just a few scenes, but one is very definite and it’s where this group is being chased through this desert area where a seemingly intelligent storm tries to attack anyone who enters the desert. I think that it also has a baby brother/sister being rescued. The antagonist at one point is using some kind of power to stall or prevent the protagonist from reaching the baby. I know it is not Labyrinth.
