I don’t remember alot about the movie but I remember that the genre was aimed towards kids/young adults. The part that I remember the most was there was a brother and sister that were sold/adopted by an evil doctor/scientist that performed experiments on them. I remember one scene where he gave the sister cough syrup that made her start coughing. Also in another scene he kept the brother’s eyes open until they were blurry. A short time later the kids were saved I believe by a relative.

The movie only stuck out to me because I remember thinking the evil doctor scenes were out of place for the movie and seemed odd. I was trying to tell a friend about it but could not remember the name.
