A man tries to catch a criminal (possibly killer or something else bad), and thinks he’s got him because he has surveillance tape of him. He already makes the phone call, but then when he continues watching, he realizes that it’s actually he himself on the tape, and he realizes he is the killer/criminal and that he must be insane.

I think it’s a movie, but since I haven’t found it, I’m not sure.

I watched it before 1995, so not a newer movie.
