A memory that doesn’t go away, but isn’t fully present

Around 1992, I watched a movie in elementary school. I don't remember much about it. 
Only that the main character was a boy of about 7 or 8 years old, and that in most of the scenes he wore a classic school uniform, like from the 1940s or 1950s. 
The only scene I really remember is a fair, maybe it was a traveling fair, and in it there was an old man who put on a show where he sang a song about what it was like to have three legs, and during the performance, he wore a fake leg. 
The scene is only about three minutes long, but it's the only thing I remember. 
The movie was in color, but it didn't seem like it was new at the time. Maybe it was from the 60s, 70s or 80s. 
I apologize for not having more information, but I really don't remember.

    1. Thanks, but I don’t think so! The film didn’t have such a dark atmosphere. The presentation of the “three legs” was more playful than macabre…

The Little Convict (1979) – The song is called Jake The Peg and the scene you describe is definitely from this film, The Little Convict, however, the part with the 7/8-year-old boy in school uniform is not. The Little Convict is mostly animated, with live action scenes at the beginning and end of the film. I was thinking that what you saw might have been an anthology or children’s clip or compilation show. Here is the scene:

      I would never have figured it out on my own. Imagine, an Australian film, shown in Portuguese (dubbed), in a school in a small town in Brazil. I thank you immensely.

      The question about the protagonist is certainly a scene from some other film that got mixed up in my mind over time…
