A memory that doesn’t go away, but isn’t fully present

Around 1992, I watched a movie in elementary school. I don't remember much about it. 
Only that the main character was a boy of about 7 or 8 years old, and that in most of the scenes he wore a classic school uniform, like from the 1940s or 1950s. 
The only scene I really remember is a fair, maybe it was a traveling fair, and in it there was an old man who put on a show where he sang a song about what it was like to have three legs, and during the performance, he wore a fake leg. 
The scene is only about three minutes long, but it's the only thing I remember. 
The movie was in color, but it didn't seem like it was new at the time. Maybe it was from the 60s, 70s or 80s. 
I apologize for not having more information, but I really don't remember.
