Vigilantes plan to hang hooded man who can’t explain he’s not who they think he is

There’s a lynch mob of some kind – maybe vigilantes or rednecks. They have someone/something they are planning to hang because they think he is an enemy or a monster or an evil demon or something. Actually, it’s just a man or an actor in a suit and a mask, but for some reason (he’s mute or gagged or the mask muffles his speech) he can’t explain to them that he’s not who/what they think he is.
I believe they have him on a horse with a noose round his neck tied to a tree, so when they smack the horse away the guy will be hanged.
I think this is from the 80s or early 90s, feature film, could be a ‘horror’ or ‘mystery’ anthology like the ‘Creepshow’ genre, English language.

  1. Sounds similiar to a scene in High’Em High (1968) with Clint Eastwood. Failing that maybe Dark Night of the Scarecrow (1981)
