Movie I saw I believe in early 2000’s. Not sure when it was made. Three guys claim they are from the future. They are going around killing teens claiming something about if they kill a parent they kids won’t get married and raise criminals.  I believe one guy was trying to stop them.  The way they killed was two guys would hold the victim down while the third would place a round disc on the forehead sending electricity down and over the body.  This is not Terminator or Dredd
