I believe this movie was filmed in the early-to-mid 1990s that I watched when I was a kid. I don’t recall if it was a kids film or just had some memorable kid scenes that are stuck in my mind. I remember a scene that makes me believe it’s during the WWII era.

One or more children are on the beach and see a German uboat pop up briefly along the coastline (imagined by the kid or not). Another scene, that I’m almost 100% sure was the same movie, the kids are looking out a window in their apartment building watching a woman dress/undress.

I’ve been searching by movies and child actors during that time. It may be the Avalon movie in 1990. I can’t access that movie, but the setting, clothing, etc match what I’m looking for.
