I think the movie is from the 1960-1970, maybe earlier. Most definitely european, maybe scandinavian.

Story is about a young women who moves in an apartment building with her children and they live next to an old man who lives on top floor. Old man remenising about life

Eventually, things are changing around him, the apartment building is changing, and the movie ends with like some sort of noises coming from the roof/attic.
