I saw this movie on cable TV in the early-mid 90’s. It was English and in color. Not sure if it was TV show or movie. It’s plot was very similar to the original Twilight Zone episode “The Howling Man”.

A man visits a monastery. The monks have very rigid rules, but they start breaking them a little at a time (starting with one chewing bubblegum), culminating in murder. The visitor discovers a man chained to a wall in a cavern under the monastery who says he is  the Beast/anti-christ. I remember he was powder white, body and long hair, and had a modified voice. As he spoke about the sins of the modern world, war clips from the news started playing on the wall he was chained to.
