I don’t remember much of the plot or many other things about this movie but I used to watch it a lot when I was younger. This was at least the early 2000s but the movie was on tape. All I remember is that the main characters are siblings (a boy and a girl) and they go to this magical land where they meet all these non-human characters. The part I remember most vividly is that they talk to the different types of clouds, like a cumulonimbus cloud, etc. The tape disappeared from my house and google is no help and it’s really bugging me that I can’t figure out what the movie was.
