This was on TV in 1997 or so.  It was definitely a movie, and was in colour.

A martial arts teacher’s student is using his new skills to help his gang cause trouble, including a fight in Chinatown market where they initially get roughed up by a little Asian girl but the gang leader beats her in a fight.

Later the gang starts a fight with some innocent bystander.  He does quite well in the fight and the teacher takes him on as a student instead.

It gets a bit fuzzy after that, but I believe this student then dies during the competition and the teacher has to take part in the competition instead.
