I Don't Know the Name... (unsolved movies)

I remember seeing this in late 60’s ~ early 1970’s.
A little boy has glass jar with water & goldfish tied round neck with string, he wanders round having adventures – possibly with another little girl/boy?
Probably black and white.
Either feature length or short film.
Dying for 30+ years to find out this one! cheers and thanks for any leads
