This has been bugging me for a while. When I was about 4 or 5 I saw this scary movie. It was in English, color, and I believe it was released around early 2000s (maybe late 90s?) I remember there was this creature/man that was injecting needles into his arms in the beginning, and he watched this teenage girl from outside her window. He ended up kidnapping her and her dad had to rescue her in the end.

I don’t think so…the man/creature from what I remember somewhat resembled a devil like character or similar to Wes Craven’s New Nightmare take on Freddy Krueger
