I saw this movie at least 15 years ago. It was in color so it wasn’t super old…

It was a fantasy film (obviously), though I don’t remember if the dwarf was a major character. A scene I remember was him preparing a drink/potion(?) with an apple( or some… thing else. It could’ve been herbs or something) in an earlier part of the film.

There’s an evil queen in the film and the only scene I can remember is her laying in a bathtub and commanding her servant(s?) to pour milk into it. I think there were freaky mirrors too? But I might be mixing that up with a different film.
