Back in the 90s I saw this movie, I think on the Disney channel or HBO….?  It wasn’t a cartoon, and all I can remember are a few scenes.  In one, there is a man (probably the main character) in a suit holding a brief case, waiting for someone, or something, in a playground at night, and at one point he slid down a slide.  In other scene, he’s with this small elf-like creature with muscular arms in a doctors office.  The doctor attempts to take a blood sample of the creature but the needles are unable to penetrate and end up bent.  If memory serves right, this creature was particularly strong, despite his small size.

Does anyone have any idea what this movie might be called?  It’s been bothering me since the 90s that I haven’t been able to find it.
