Ok, I saw this movie around 2005. It was in color and I would say not older than 1990 and it was in English.

That being said it was the oddest movie I have ever seen. It had 2 titles such as

the blah bal bah

Or

the death of blah

It was about this group of pot heads that worked as janitors at one of those test facilities that monitors side affects. A bunch of cookies that warmed when mixed with saliva were thrown out and the janitors ate them. In men they cause “anal fauna” in essence they gave birth to this electric blue fish looking thing out there butts.
