I believe it’s a revenge movie, with a balding white guy going after thugs or something.

I believe the climax of the movie, the guy has a shotgun with a wire noose, and he’s put it over another guy’s head.

They’re sitting in an open topped convertible, on tracks, and a train is coming.  The protagonist is trying to get the guy with the noose to admit something.

He admits whatever it was (I think) and the train passes by as it was on another track.  It’s not The Limey with Terrence Stamp, this movie was about 20 years earlier.
