Basically just as the title says. I remember the scene was of a car pulling up in a deserty place and attached to the grill of the car were what looked to be either baby dolls or old corpses. It was an action movie that I saw back in mid to late ’00’s.

i feel pretty sure that the car belonged to an African warlord or someone of a similarly vile nature. Might be a bond movie, but the scene feels like it may have been too dark to be a pg-13 action movie.
