…mansion or castle

I saw one scene of this movie in the mid-1980s on late night network TV in the USA. It was an old low-budget black and white film, and I think there was some sort of underwater disturbance, like a treasure chest getting bumped upon or something like that. I remember there was a skeletal ghost that shakily emerged from the sea, floated all the way up to the top of a tall cliff, and went through a window of a luxurious home on the edge of the cliff and started terrorizing a screaming woman. As a child I thought it was lame but as an adult it seems pretty awesome in an MST3K kind of way. I’ve thought about that skeleton scene periodically since I saw it, and I’d love to watch the whole thing. I hope someone can tell me what it is.
