I was roughly 5 when I saw this so it had to be 1994 or earlier if I’m remembering correctly. It seems like the main character/monster was a vampire type? He resembles the creature in subspecies films. One of the main parts I remember is he’s following a woman, one I think he was in love with, and she gets killed or injured. He howls or let’s out a big type of cry as he’s holding her. He bites his own arm flesh I think all the way off one part. Maybe to nourish her? In the end I remember people hunting him and they find his hide out which seems to be hidden in the desert mountain areas. I think he’s naked the whole time or half naked, and I think he had long hair.
