I saw this film in the early to mid 90s when I was living in Germany (it might have been older than that.)  It was in German and I don’t know if there is an English version.  All I remember is the ending where a pig and a cat go to see a show, taking a wagon with them as transportation.  They come out of the show and see that their wagon is gone and they don’t know what to do.  I suspect this might be a part of a series.  Most importantly, everyone (talking animals and the humans alongside them) were puppets.  Like the Muppets, but cruder…they might have been string puppets.  Finally, and this is the one thing I’m uncertain about, there were two guys flying around in a hot air balloon throughout the movie…again, puppets.
