This movie was made in early or mid 2000’s. It’s an American movie. I saw it in a movie channel in TV. It’s definetly a movie.

Movie starts with someone breaking in to the main guy’s apartment. Bad guy anesthize him (through a gas) and surgically inserts a shock device (I think I remember it can explode too). Then the bad guy gives the main guy some orders through telephone (he changes his voice with a device). If he doesn’t follow orders, he gets shocked. I remember the bad guy does this because of a girl (I think). And the bad guy apparently does this to more than one person.
