This is kind of a long shot…I remember catching just the last scene of this movie.

It might have been a made for TV movie, not sure.

It was an American movie in English, in color.

Fairly sure it was made in the 1980s or early 1990s.

The only scene I can recall has the main character fighting a bad guy/mutant(?) in some kind of underground lab. He tricks the bad guy into coming at him and kills him by clapping his hands a few times, switching a laser beam from being active on one side of the room to firing in a new direction, hitting the bad guy in the head.

The protagonist then exits the lab (?) Into a desert landscape and we see a futuristic city skyline on the horizon, and he walks to it. I think that was the ending.
