I’ve never seen the whole of this movie, just clips from a documentary – I believe the documentary was about British horror cinema, and therefore that the film is British, but I can’t be sure of that. I’ve never been able to trace the documentary either, it may have been on the BBC or Channel 4 in the early 2000s.
The scene I remember involved a circus troupe in colourful costumes performing aerial acrobatics. It was shot in such a way that the performers appeared to be permanently airborne in a series of somersaults. The scene has stuck with me because it was shot and cut in such an extraordinary way, with a strong psychedelic feel to it.
I know this is very little to go on, but perhaps someone recognises the scene I’m describing?
Could it be the carrousel scene from Logan’s Run (1976)?
Here’s the scene on YouTube which seems to match your description:

Hope this helps.
could be “Vampire Circus”(1972)
Berserk! (1967)? There is a scene that fits your description about an hour into the film.
