Old (80’s or older) animated movie that was a collection of about 5 short stories

I can only remember about two of the stories in the movie, and I watched it when I was young, around 1997-2000. One of the stories was about a boy who has a kite that takes him on an adventure to outer space for a while before coming home, and the animation style kind of looked like paper cutouts and stop motion, and the boy himself kind of looked like how the Canadian characters from south park look, with the pac-man heads? Also I don’t think there was dialogue in thay story. Anyway, that’s one of the stories, another was definitely a claymation style but this was about an eskimo penguin that wore boots and those were important for some reason, maybe? (sorry, my memory is very vague at this point) also no dialogue or if there was it was a foreign language (not English), or nonsense mumbles. And there may have been a story about a frog, and had a black title screen with vines/plants as decoration around the words of the title? Not 100% about that one though, but I do know there were at least one or two more stories on the tape. Oh and it was an old vhs, my grandparents had it and they were old as fuck, could’ve been picked up anytime between the 40s/50s and more recently.
