I remember this one scene, nothing else. There are people being held hostage and they’re on chairs with ropes tied around their necks. So the person holding them hostage kicks out one chair at a time. Every time he/she does (I see a young boy for some reason) the person is hanged. I hope this is a movie. If it’s a TV show did I break the rules?

Can you guess an estimated release year/decade? And how sure are you they are hostages could they be political prisoners ? On trial? Like “The Crucible” (1996)
This is an out there guess, but “Sinister”? one of the home movies was kind of like this and it would explain why you remember it being a boy.
