This takes place in a dystopian city. A man is visiting his sister and her husband inside this city and everyone must fulfill a certain role. His sister has at least one child, a boy, who really likes his uncle. At one point, the uncle visits the kid in school, and they are all sitting on benches against the walls looking into some kind of circular mirror/computers in silence, because this is how they are expected to behave. There is no recess, and no play time, and the uncle convinces the kids to play and have fun, including turning one of the benches into a see-saw/teeter totter and playing with a ball he had.

Needless to say, the laughter and shouting of the boys attracts attention, and they are spoken to quite harshly by some administrator and basically end up being on the benches studying again, while the brother is dragged off by some kind of security forces/police (?) And ends up with the brother either leaving or being forcibly ejected from the city.

I am pretty certain this was a TV movie, and not a TV episode.
