Okay, so this is a long shot. I was very young in the 90’s and remember watching this cartoon movie about a city of roaches. I know there was a young roach as the main character. Maybe he wasn’t a roach? I don’t remember much else but I cannot find anything about it. I’m pretty sure that it was on Cartoon Network because this was when Nickelodeon played TV Land after a certain hour and before The Disney Channel.
