It was mid to late 90’s and I was watching the sci fi channel. And this movie was on that I couldn’t stop watching, but I remember very little about it.

It was in color and had a human mutation in it where a man grew a hole in his head and a gland or something came out of it and it would stab his victim. It took place in a facility in a desert or canyon.

Very similar to “From beyond” and a “X-Files” episode. I wanna say his eyes changed as well. Can’t remember the name of this movie…
