I believe this low-budget movie was made between the late 1990s and mid-to-late 2000s. The plot featured a drifter type of anti-hero surviving in a strange city overrun by murderers and slashers. One antagonist was a clown or mime who killed a bunch of kids at a party or picnic. Another villain was called “The Boogeyman” and he wore a paper plate mask with eye-holes cut out. I think there was an “Executioner.” The anti-hero guy was friends with a younger girl who was subsequently killed by the villains. He got revenge. English language. Color. Not TV. Probably no theatrical release.
