This is all I remember and I wanna make sure it happened and it isn’t just my imagination

It’s a kids movie I think there are these two villains, or maybe they’re just henchmen, anyway, one is half woman and half bird I think, i’m not so sure, and the other I think was half fish, half man, and in the end they are defeated, the woman bursts into feathers and the man bursts into water, again, I think, not so sure here

I remember I was a child it could’ve been between 1999 and 2004, it was in English most likely, I saw it on TV but i’m pretty sure it was a movie, in color, I remember this scene bagely but it keeps coming back, they’re in some sort of boat i’m not sure but i think they’re in a river, there are two women, they’re evil, they have a thing, an instrument, they use to make a man attack a little girl, the man fights thir control but it’s too strong, that’s all I remember
