A weird and obscure action thriller movie I saw on television. (2000s)

Hey! I remember watching a movie on television which was an action-thriller movie with comedy elements. I saw that movie in English and it may be an American or Canadian production. This movie does not have any well known actors as far as I can remember and it is probably made for T.V. or video.

The main characters work as private investigators/consultants and they are not the typical action hero personalities. I think both of them are guys but not sure. One of the lead guys is a tall/skinny actor similar to Jay Baruchel. The main antagonist is an attractive blonde woman in her mid to late 30s. I don’t remember the entire plot, but the main characters are working with some FBI type agency to stop arms dealers(?) or other type of criminal organisation.

One distinct scene I remember- It is some sort of a charity dinner with a lot of high profile figures. The protagonists and law enforcement agents are undercover as they think that a Senator/politician is in danger. The blonde woman poisons the Senator(?) and escapes with some chip or some type of technology. There may be some Asian gangsters who try to buy the chip from her.

The final showdown takes place around the antagonist’s compound which is a big, luxurious estate where she gets into some kind of power armour/exosuit to stop the good guys and finally gets blown up by a rocket launcher/missile.

Thriller movie- Trying to find it for years.

There was this movie I saw on television about 5 years ago. It was in colour and in English. It was a late 80s or 90s movie. It was a thriller movie and I remember a scene that takes place in an underground parking lot.

The scene which I remember is this- the main character is inside a parking lot and there is an SUV which is trying to kill him. The driver of the SUV is in relentless pursuit of the main character. As far as I can remember, the main character was a young man and the killer is a middle aged man and there may or may not be another injured man there. There’s no one else in the parking lot.
