Heres what I think I remember:

1. a man is trying to figure out how his entire team, probably in CIA was killed one night
2. turbs out his handler or department chief killed people
3. a woman gets stabbed in an alley or something
4. i think it takes place in London or paris
5. most of the movie or the climactic scene takes place one night and there’s a lot of fog
6. there’s a scene on a bridge
7. a woman in her 50s who seemed like a betrayer but isn’t I think
8. everything is revealed in the end and its climactic

i know this is super random but hopefully you can help me figure it out. I think it came out in late 90s or early 2000s.
