Movie, may have been foreign, may have been black & white. Possibly released mid-late 1980’s.  Opening, solitary man living by the sea.  Was very windy/a rough place to live. He seemed like a recluse, not speaking, but just caring for his home (a shack) on the beach, going about his business/life away from anyone else.  He looked a bit haggard.  A woman comes running along the beach, as though she is desperately running from something. He takes her in, begrudgingly, and she stays and they develop an unlikely relationship.  Very quiet film.  Can’t remember much more.  Any help is appreciated.
