I had a VHS of this presumed movie in 2000ish. Therefore, it was likely a 90s movie or show. It was animated and in color, and had a car that I believe was autonomous, but it may have had a driver. The sound that car made a distinctive tookatookatookatook sound, like a very cartoony engine sound of a car that just putters along. I think there was a bad guy in the show, but I don’t remember anything specifically about him. The scene I remember most clearly is of the car going down a one-lane road the wrong direction. He then either drove directly over the oncoming car(s), or he drove up onto the wall to get around them. I cannot remember anything else.. Hopefully someone can do something with this sparse information!
