I remember seeing it as a child about 25 or so years ago but very late at night so probably the equivalent of a 15 or 18 certificate.

It was a police officer or detective following / trying to track down either Jack The Ripper or someone similar. Either the detective or the killer might have time travelled. Think it was set in England, but may have been an American movie.
