It was about a guy who moves to California and has trouble adjusting to west coast life.  Somehow he ends up with a cartoon talking dog that only he can hear.  The dog basically gives him life tips for living in Cali, everything from talking to women to how to handle his new job and landlord.  I vaguely remember a scene where the dog drives up in a red convertible, and by the end of the movie the guy gets the girl the car and is finally happy.   I think it was on one of the major networks, possibly FOX but I can’t be sure.  Definitely early to mid 90’s
