Trying to remember this American action thriller movie I watched on TV during the 80s or early 90s.  I vaguely remember that the hero was trying to deliver something (ransom money perhaps) and he had limited time to get from point A to point B.  And to help him make the deadline, they had blocked off traffic and he was the only one on the roads.  At one point, he whizzed by a couple of cops and one of them remarked something to the effect of: “Wow he must be going at least XXX MPH”.  Can’t remember any other details.
