I remember about 15 years ago on some premium channel there was a suspense/action film.

Some kind of soldiers go into the base because the computer inside is going to launch all the US nukes or something. While on that mission a cyborg is hunting down any stragglers until the soldiers find out that its hunting them.

The thing I remembered most was Cyborg creature and a strange fight with a nerdy guy using some kind of turret-chair equipped with guns to fight the creature.
