1970’s Action Movie, new quiet guy stands up to neighbourhood street gang

This has been puzzling me for a while, I saw this movie late night on TV and I’ve never been able to find a title for it.

A guy, who looks a bit like Charles Bronson except blonde and a lot younger than he was in the 70’s, moves into a New York Neighbourhood – possibly Brooklyn.

I got the impression he was a merchant seaman or sailor because he carries a simple canvas duffle bag when he moves in. He’s a quiet guy, who doesn’t really communicate with his neighbours, though he doesn’t appear to be rude or standoffish – just stoic.

Two characters I remember are a young dark haired woman who seems to take a romantic interest in the main character, and a lout middle-aged guy who befriends him and warns him about the local criminal gang. This loud guy is bombastic but becomes cowardly when it appears conflict is imminent.

The local street-gang are Spanish speaking and all revere a quiet leader who stands out with a wide brim hat that I think matches his suit. He’s better dressed than the rest of his cronies anyway.

The protagonist has several altercations with this gang, and I remember a scene where he installs security measures in his apartment including a door security bar from the floor to the doorknob.

After a number of fights, the quiet protagonist becomes a local hero, and when he becomes overwhelmed fighting the gang solo this motivates his neighbours into defending him and helping to drive the gang out/into submission.

I’d really appreciate any help finding the name of this move – it’s driving me crazy lol.
