Colored 90s film the main character, a male, is sent to an island somehow for doing something (I forgot what happened) but its hundreds of people like him that are stuck. Long story short, after fighting aming themselves, he bans them together and they start fighting back i believe. I think it was ran by the government or some crooked dude.
