When I was a kid I saw bits and pieces of a show/movie where a mysterious killer wearing a motorcycle helmet was terrorizing people. One of the more notable kills was of a woman in an elevator getting electrocuted by some wires he pulled out of a panel or something.

In the end the killer died rather anti-climatically when his bike crashed after a jump or something; you ended up seeing his face but I didn’t know who it was. I watched this on TV in Canada – the show was in English, colour , and, assuming I was 5 years old at the time, the program had to be created sometime before 1996
