So this is a longshot because it feels almost like just a dream where this evil (i think he was evil) guy was chasing another guy (good guy) but someone was helping the good guy and this one time the bad guy almost caught the good guy but the good guy escaped and the bad guy was super mad he started yelling and screaming almost desperate? This could be a million movies or tv shows but it was in colour and it was in english or in finnish??? It may be an episode of doctor who with the master as the bad guy but i don’t think so… pls help!

I think they were both males in their 20-30 and both were blond. The bad guy had a black suit (i think)
