The year was about 03 or 04 when I saw this on tv. It was an animated film from the 60’s, 70’s, or 80’s and was in English. Two brothers are in a house in what looks like a cottage or village during winter. The older brother kicks the younger one out for some reason and he walks away. The elder bro then let’s him back in only to find that he wasn’t at the door anymore. He then goes to a mountain to find him and eventually brings him back (i think, not really sure). I have more details but I may be mixing some other memory with this one, so don’t take this as a deal breaker that this isn’t the movie you thought I was describing: there is an ornament that helps the boy and they have to cross this big frozen lake.
