I watched it when I was a child (I’m 21) so I think it’s been made before 2010. I watched it in Polish, but it was dubbed and I think it was from US, but not sure about that. It was an animated movie, most likely 2d.

The story was about a girl from a rich home, who was kidnapped by 2 men but later escaped and they chased her. There was probably an evil relative who wanted her gone. Her father (i guess – don’t remember exactly) put her photo and personal information on milk cartons. I think there was also a scene in/next to a place similar to a lunapark, with a feris wheel. And there was a chase scene on river (?), like, she and the kidnapers were riding rafts or sth.
