I remember watching this movie on cable in the 80s. There were a number of women locked up in this cinderblock building for whatever reason. Might have been some sort of prison. The place was in the woods and surrounded by an electric fence. At the end they escaped by rolling a 55 gallon drum of oil into the electric fence, which exploded and destroyed it.
